Duct tape?
That fixes everything!
You have to take it apart, and clean the clog out. I was using one, in a rental a few years ago, and did that. I was amazed at how much the suction improved.
Sounds like you need to clear the clog. You may need to take the hose off the vacuum to locate and dislodge the clog. If you have a second vacuum, you can use that to suck out the clog and clean any filters in the bissel. That’s what I do.
If it suppose to move and doesn’t "WD40 it, if it isn’t suppose to move but does "duct tape it" that’s an old carpenters creed.
