I have a flea problem that I am trying to beat and I was wondering what anyone else thought about changing or not changing the vacuum bag immediately after. Can the fleas really get out of the vacuum bag from inside of the machine?

Yes they can as you have not just vacuumed the fleas but their eggs,these will hatch and restart the infestation,they will find a way out and another thing wash the filter too as they get into that and get out and lay more eggs,wash the filter in a cat flea shampoo,
and when you change the bag place in a plastic bag and tie the top tight,you don’t want any escaping and spoil your hard work of getting rid of them,this is how i have always done it to make sure they don’t come back.
You could also put a cat flea collar into the bag while you vacuum
