The most common cause is an obstruction in the hose or inlet to the filter. That is after you assure youself the bag is new and the correct size.

The belt is loose or broken. The beater brush is worn down and should be replaced. Blockage. And the number one cause is: The bag is more than half full.
Also, the slower a cleaner is moved over the carpet, the more it will pick up. The faster the cleaner is pushed over the carpet, the less it picks up.
I am not very familiar with canister type vacuums and offer no advice there.
you didn’t say what type of vacuum you have, but ours has 2 filters (one intake and one exhaust) that need to be cleaned regularly or the sucking power drops off considerably.
